Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates who have one year of permanent service as a Senior Attorney OR who are eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title are eligible to apply.

Candidates must be a member of the bar and licensed to practice in New York State.

Duties Description The Office of Mental Health (OMH) is recruiting to fill the position of Senior Attorney, G-25, in the Office of Counsel, Bureau of Policy, Regulations and Legislation. Under the general direction of the Deputy Counsel for Policy, Regulations, and Legislation, the incumbent will provide support to the Bureau of Policy, Regulations and Legislation which oversees the preparation of the agency’s legislative agenda, regulations, and the OMH Official Policy Manual, and is responsible for filing all new OMH regulations in accordance with the requirements of the State Administrative Procedure Act.

Specific duties to be performed may include, but are not limited to, the following:

- Drafting, reviewing, and implementing legislation, regulations, and policy documents.

- Handle Justice Center and Family Court matters.

- Review various documents to ensure agency compliance with applicable confidentiality requirements pursuant to the Mental Hygiene Law and Health Insurance Portability and Accountability Act of 1996 (HIPAA).

- Assist in compilation and review of documents for large-scale Freedom of Information Law requests.

- Perform other tasks as assigned by the Deputy Counsel and General Counsel.
