Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description The incumbent will be responsible for fulfilling duties within the Grants Unit by completing monthly costs analysis reports and maintaining supporting documentation. Duties include, but are not limited to:
• Prepare and update monthly drawdown analysis spreadsheets for Federal Transit Administration (FTA) Grants;
• Print and analyze monthly expenditure reports for FTA Grants to identify charges for potential drawdowns;
• Compare preliminary calculation with individual PIN budget to analyze cost overruns;
• Print and review drawdown reports in the grant database for FTA Grants;
• Prepare and send monthly summary drawdown report to program area;
• Enter transactions in the WIPPER System, prepare and submit Revenue Receipts (AC-909) to Office of State Comptroller (OSC) and Treasury to transfer revenue from the general checking to NYSDOT’s funds;
• Run, print and review Statewide Financial System (SFS) Fund Ledger Report (Cash Basis) to verify receipt of funds due to reimbursement from FTA, Federal Rail Administration (FRA) and Federal Aviation Administration (FAA);
• Manage and file drawdown back-up documentation for FTA, FRA, and FAA Grants;
• Analyze charges on collection PINs, update journal entry summary spreadsheet, and process journal entries in the accounting system;
• Assist with the monthly processing of drawdowns to federal agencies;
• Assist with maintaining “FRA Master Book” spreadsheet for FRA Grants;
• Assist with printing and reviewing contract payments report from NYSDOT Financial Warehouse to verify payments to contractors;
• Participate in the State Management Reviews and FTA and OSC grant-related training;
• File documentation and miscellaneous tasks as assigned by supervisor.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
