Duties Description A position exists at DTF in the Business Tax Bureau program development unit. The responsibilities of a Taxpayer Services Specialist 2 in this unit include a variety of tasks. These tasks include the development and implementation of a tax processing and payment system, as well as, various registration processes and account maintenance applications. These systems ensure that DTF has the resources needed to support the agency’s mission of efficiently collecting tax revenues in support of State services and programs while acting with integrity and fairness in the administration of the tax laws of New York State. In addition, other responsibilities include identifying system improvement opportunities, writing and executing test conditions, working as a liaison between business users and Information Technology Services staff and leading a team towards these goals.
PRIMARY DUTIES AND RESPONSIBILITES:
Under the direction of a Taxpayer Services Specialist 3, the Taxpayer Services Specialist 2 will:
• Supervise, plan, organize and adjust staff work assignments to avoid backlogs, meet deadlines, and monitor daily activities.
• Analyze computer and manual processing systems; develop plans for expedited resolution of return and payment data reported and recorded on departmental systems.
• Review tax form changes, system changes and policy directives to determine impact on operations and procedures, and report findings to unit management.
• Effectively communicate both verbally and in writing with internal and external customers.
• Directly supervise the team responsible for the development and implementation of ongoing and upcoming projects related to tax processing, payment processing and registration systems.
• Gather information from stakeholders to establish business rules; document new and changed business rules and user requirements; perform analysis of requirements; and monitor system performance by reviewing reports to determine modifications/enhancements needed
