Duties Description A position exists at DTF on the Data Analysis Team within the Enterprise Services Bureau. The responsibilities of a Taxpayer Services Specialist 2 in this unit include a variety of tasks. These tasks are centered on enterprise-wide services such as data analysis & reporting and workforce management and the development and management of dashboards. These functions support the division’s and agency’s mission of efficiently collecting tax revenues in support of State services and programs while acting with integrity and fairness in the administration of the tax laws of New York State. In addition, other responsibilities include identifying system improvement opportunities, writing and executing test conditions, working as a liaison between business users and Information Technology Services staff and leading efforts towards these goals.
Under the supervision of a Taxpayer Services Specialist 3 the incumbent will perform the following essential functions:
• May supervise staff and be responsible for the day to day activities and functions that are centered on enterprise-wide services such as electronic payment processing, data analysis & reporting, workforce management, performance monitoring and procurement of front-end processing services.
• Manage unit workload, priorities and progress, delegating where appropriate and according to skill level, to ensure that deadlines are achieved in a timely manner.
• Assist in the development and execution of test conditions, and assists and participates in a range of test activities from preparing test documents and conditions to evaluating and reporting test results.
• Support multiple Access applications including creating tables and queries using SQL and supporting VBA functions
• Support Division’s Sharepoint sites, including creating pages, applying security and troubleshooting issues
• Recommend system and procedural changes.
• Using department’s tools such as Cognos Report Studio, Cognos Analysis Studio and MS Excel, analyze and support team’s analysis and reporting functions
• Identify, evaluate and escalate issues and risks in a timely manner to the supervisor along with potential options for solution / resolution.
• Use ITSM Tool to manage team’s help desk tickets
• Facilitate / conduct staff training and promote learning experiences appropriate to the current and future needs of the bureau.
• Adhere to the Time and Attendance rules and regulations of the Department.
• Perform with the highest level of integrity.
