Minimum Qualifications Candidates must be reachable on the Civil Service eligible list for Human Resources Specialist 2 OR have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law.

Duties Description The NYS Canal Corporation Office of Human Resources is seeking a candidate for the position of Human Resources Specialist 2. The Canal Corporation (Canals) works in partnership with local, state, and federal entities to implement canal projects that meet the goals and objectives of the NYS Canal Recreationway Plan and the Erie Canalway National Heritage Corridor Plan. The projects are geared towards increasing public access and use of the Canal System, adding new and improved trail linkages and enhancing tourism and economic revitalization opportunities along the 524 miles comprising the Canal system. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain. The incumbent of this position will perform a variety of assignments including, but not limited to the following:

• Provides a full range of personnel services to Canal managers, supervisors and employees.

• Works directly with the Department of Civil Service as well as agency counterparts at the New York Power Authority who administer the Human Resource systems on behalf of Canals.

• Interprets and implements personnel practices and policies and provides support services to the Canal organization in the application and implementation of Civil Service Rules and Regulations and Canal Personnel rules and practices.

• Provides direction on and performs all aspects of recruitment, examination planning and placement.

• Performs job analysis and position classification.

• Oversees the information in the Canal human resource management and NYSTEP systems to ensure position integrity and quality assurance.

• Coordinates and administers employee leave benefits.

• Provides guidance and assistance regarding appointment, promotion, transfer, status and salary of employees.

• Assists the Director of Human Resources with special projects in all areas of Human Resource management.

• Provides supervision to members of the HR team and perform a variety of other HR duties as assigned.

The ideal candidate will be able to work both independently and effectively as part of a team in addressing human resource management issues. Additionally, the candidate should possess excellent communication skills, both oral and written. Proficiency in Civil Service Systems, such as NYSTEP and ELMS, as well as Excel, PowerPoint and Visio, are a plus.
