Minimum Qualifications Minimum Qualifications - Candidates must be reachable for appointment from the current Civil Service eligible list for this title (previously Mental Hygiene Staff Development Specialist 3);

OR

Transfer Opportunity - Candidates must have one year of permanent service as a Training Specialist 1 and be eligible for lateral transfer; or in a comparable title and eligible for Section 70.1, 52.6 or 70.4 transfer;

OR

Provisional Opportunity – I In the absence of an appropriate eligible list or transfer, candidates who have a bachelor's degree in audiology, behavioral health/science, child and family studies, community health, community mental health, counseling, counseling and community psychology, creative arts therapy, education, forensic mental health, gerontology, health administration, health education, health science, healthcare administration, hospital administration, human development, human services, marriage and family therapy, mental health counseling, nursing, nutrition, occupational therapy, physical therapy, psychology, public health, recreation therapy, rehabilitation counseling, social work, sociology, special education, speech communication, speech/language pathology, substance abuse counseling, therapeutic recreation; AND two years of professional experience in developing and delivering classroom training involving concepts and techniques of care for vulnerable persons in a mental hygiene setting.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description Training Specialist 1, develops and presents training programs to improve and maintain the knowledge, skills, and abilities of employees used on-the-job, to better enable those employees to carry out the employing agency's mission. Training Specialists may train agency employees directly; or may provide direct training to local government employees or other parties; or may develop and administer contracts for providing training services.

Additional Comments Background Investigation/Justice Center Review:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

This position is eligible for the Mid-Hudson Adjustment of $1,513.
