Minimum Qualifications Open to qualified employees of New York State:
Candidates must be reachable for appointment from the current Civil Service eligible list for the title;
OR
Transfer Opportunity – Candidates must have permanent status as a Treatment Team Leader Mental Health M-1, and be eligible for later transfer; OR be eligible to transfer via Sections 70.1 or 52.6 of the Civil Service Law. To be eligible for transfer under Sections 70.1 or 52.6 of the Civil Service Law, candidates must have one year of permanent competitive service in a title approved for transfer by the Department of Civil Service within two salary grades or one M-grade of the M-1 level.
Provisional Opportunity - In the event that there is not a valid eligible list, candidates who meet the following minimum qualifications may be qualified for a provisional appointment:
Minimum Qualifications: Candidate must be a qualified employee of the New York State Office of Mental Health, and have permanent competitive or 55-b/55-c service as follows:
One year in a Group 1 Title OR two years in a Group 2 title.

Chief Occupational Therapist, Chief Physical Therapist, Chief Recreational Therapist, Coordinator Intensive Case Management Services, Education Director 1, Education Director 2, Education Supervisor (General), Head Occupational Therapist, Head Physical Therapist, Head Recreation Therapist, Licensed Psychologist (and all parenthetics), Mental Hygiene Nursing Program Coordinator, Nurse Administrator 1, Nurse Administrator 2, Nurse Administrator 1 (Psychiatric), Nurse Administrator 2 (Psychiatric), Residential Program Manager 2, Residential Program Manager 3, Residential Program Manager 4, Social Work Supervisor 1 (and all parenthetics), Social Work Supervisor 1 LCSW (and all parenthetics), Speech Language Pathology Audiology Program Coordinator 1, Speech Language Pathology Audiology Program Coordinator 2, Supervisor Rehabilitation Services (and all parenthetics).
Group 2:

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Duties Description As a Treatment Team Leader Mental Health you would have program and administrative responsibility for the treatment activities of an interdisciplinary treatment team and direct and coordinate a total program tailored to the individual needs of clients. You would be responsible for assigning team resources to accomplish goals and evaluating team programs; supervising the maintenance of medical and other records and files pertinent to the treatment and care of patients, and supervise the development of data from records and files for various evaluations or studies; participating in planning and program development committees to determine and influence treatment and therapeutic programs, and serving on committees such as placement, utilization review, medical records review and others, as required; and preparing periodic performance evaluations of subordinates.
Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) which includes State and Federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

This position is eligible for the Mid-Hudson Forensic Adjustment of $1,513.
1. In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or federally assisted program), you may be terminated from your employment.
2. If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicaid and Medicare, you may be terminated from your employment.
