Minimum Qualifications Current NYS Justice Center for Protection of People with Special Needs employee with permanent, contingent-permanent or 55b/c status as a Principal Internal Auditor and interested in reassignment; OR New York State employees with one year or more of permanent, contingent-permanent or 55b/c status as a Principal Internal Auditor; OR New York State employees with one year or more of permanent, contingent-permanent or 55b/c status in a position allocated to a Grade 25 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications: CRMA, CIA, or CFE designation. COSO or CCSA certificate.

Duties Description Reporting to the Deputy Director for Administration of the Justice Center for the Protection of People with Special Needs, the incumbent will be responsible for coordination and management of the Agency’s Internal Control Program. The Principal Internal Auditor will serve as the agency’s Internal Control Coordinator responsible for establishing and maintaining an internal control program that integrates the control activities, plans, attitudes, policies, systems, resources, and efforts of the Justice Center to provide reasonable assurance that the agency will achieve its mission and objectives. The incumbent will:
- Maintain a system of internal control and a program of internal control review that complies with requirements of the NYS Internal Control Act.
- Establish and maintain guidelines for a system of internal controls that are in accordance with internal control standards.
- Design, draft, implement and monitor internal control policies for each business unit.
- Make available to each officer and employee of the agency a clear and concise statement of the generally applicable management policies and standards with which they are expected to comply.
- Implement education and training efforts to ensure that all employees achieve adequate awareness and understanding of risk and control concepts.
- Prepare annual certifications for various control agencies (DOB, OSC, and SFS).
- Work collaboratively with the Justice Center’s Performance and Project Unit to address internal control issues associated with business process improvement efforts.
- Provide consultative support to agency managers to assist them in meeting internal control requirements.
- Review and analyze existing activities, policies and procedures to present and report policy and plan implementation recommendations to Executive staff.
- Identify internal control weaknesses and implement effective solutions, as appropriate.
- Represent the agency on internal control matters with external organizations, such as the NYS Internal Control Association.
- Establish cooperative liaisons with other Internal Control Officers and control agencies to further enhance the agency’s ability to learn of best practices for possible implementation.
- Work cooperatively with the agency’s Director of Internal Audit and Special Counsel for Ethics, Risk and Compliance to identify, reduce and eliminate risks and promulgate statewide best practices.

• Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
• Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
• Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
• Centralize and perform functions relating to criminal history background checks.
• Investigate serious allegations of abuse and neglect.
• Prosecute criminal acts of abuse and neglect.
• Analyze abuse patterns and trends to prevent future occurrences.
