Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:
Must have strong interpersonal, problem solving, decision-making and time management skills, and the ability to communicate effectively with internal and external stakeholders. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing adult care facilities (ACFs) in New York State.

Duties Description The Health Program Administrator 1 will be assigned to the Division’s Quality/Surveillance Bureau and be assigned review of grant proposals related to the expansion of assisted living program availability and the processing of resulting certificate of need applications. Will participate in ad hoc bureau meetings and assist in responses to waiver requests, completion of special projects including legislative reports and quality assurance/improvement activities. Will manage the inspection review and enforcement processes; assist the Regional Offices in the identification, inspection and monitoring of unlicensed ACFs and work collaboratively with the Regional Offices to respond to facility-specific waiver requests; assist with the development, implementation and oversight of operational policies and procedures related to the statewide surveillance of ACFs; work collaboratively with applicants and consultants to review Residency Agreements; actively serve on the ACF/Assisted Living Quality Assurance Committee; and participate in emergency preparedness activities. Additionally, the incumbent will supervise staff under the general supervision of the bureau director.
