Minimum Qualifications Transfer: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Program Nurse, G24 OR NYS employee with one year or more of permanent or contingent-permanent competitive service in a position G22 or higher and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the below provisional qualifications.
Provisional: a bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND four years of post-licensure nursing experience that includes at least one year of experience in public health and related health systems in one or more of the following areas: monitoring, diagnosing, investigating, disease prevention, surveillance and control activities, educating, researching, developing policies and initiatives, enforcing laws and regulations, assuring provision of health care, evaluating, and/or quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.
Preferred Qualifications:
Experience working in maternal-child health based population programs; experience in the oversight of public health program operations, including day-to-day management to improve accessibility and quality of services for children and families as related to lead poisoning prevention; experience performing oversight activities, including on-site monitoring visits, to determine compliance with laws, rules and regulations; excellent written and verbal communication skills; experience presenting information to the public and various stakeholder groups
Duties Description The Public Health Program Nurse will monitor and assess the health status, risk, resources and vulnerability of various populations and subgroups to improve health outcomes and prevent lead poisoning in individuals and groups throughout New York State. The Public Health Program Nurse will provide oversight and evaluation of public health programs; develop and implement prevention and intervention strategies; and provide training, consultation and clinical direction for local health department personnel, health care providers and other stakeholders. The incumbent will also maintain the children’s blood lead registry (LeadWeb) and lead module within the New York State Immunization Information System.
Additional Comments Full-time, permanent transfer or provisional pending examination. Provisional appointee will be required to take the next Civil Service PHPN examination, and be immediately appointable on the resulting eligible list, to maintain employment. Occasional Statewide travel, including overnights and travel to areas that may not be served by public transportation is required.
