Minimum Qualifications *Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent status as a Senior Sanitarian, SG-18 OR current NYS employee with one year or more permanent or contingent-permanent service at or above a SG-16 and eligible to transfer under Section 70.4 of the Civil Service Law by meeting the open-competitive provisional qualifications below.
**Provisional: (promotion) Current DOH employee with one year or more permanent or contingent-permanent competitive status as a Public Health Sanitarian SG-14 OR Provisional: (open-competitive) A bachelor’s degree in natural sciences AND one year of experience in environmental health protection (defined below); OR a bachelor’s degree, with 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND two years of experience in environmental health protection. Substitution: A master’s degree in the natural or applied sciences may be substituted for up to one year of required experience.
Definitions: Applied sciences include science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control, and food science. Natural sciences that are considered appropriate are biology, chemistry, physics, and earth sciences (geology and hydrology). Experience in Environmental Health Protection is defined as conducting environmental health inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, or in the notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public such as in hospitals and long term care facilities.

Preferred Qualifications:
Experience inspecting health care facilities or adult care facilities. Experience with interpreting regulations, conducting complaint investigations, conducting survey and monitoring health care programs’ compliance with rules and regulations. Strong interpersonal skills, excellent decision-making capability and strong writing and editing skills. Bachelor’s or Master’s degree in environmental health, environmental science or public health.

Duties Description Inspect adult care facilities to evaluate environmental health, fire safety and general care requirements to determine compliance with the NYS Public Health Law, Sanitary Code, Medical Facilities Code and sections of the NYS Social Services Law. Write survey/inspection reports, cite deficiencies, review plans of correction, perform quality assurance of survey reports, and conduct follow-up surveys, inspections and/or complaint investigations. This position requires extensive travel and fieldwork. Candidates must be able to demonstrate their capacity to meet the transportation needs involved.

Additional Comments Permanent or **provisional, full-time appointment. Travel, including overnights, to areas that may not be served by public transportation is required. Candidates appointed provisionally will be required to take and pass a qualifying Civil Service exam, when it is given, and be immediately reachable on the resulting eligible list.
