Minimum Qualifications
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Principal Health Care Fiscal Analyst; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Principal Health Care Fiscal Analyst. Experience reviewing financial statements and performing fiscal analysis of healthcare services.
Duties Description
The Principle Health Care Fiscal Analyst is responsible for managing the Contract Fiscal Management and Oversight Unit and reports to the Bureau Director for the Bureau of Managed Care Fiscal Oversight. Principle duties of this position are to provide direction and supervision to Unit staff performing the review, analysis and validation of financial and statistical data of managed care insurance plans certified under Article 44 of the PHL. Activities within the Unit include: reviewing capitalization requirements of proposed health plans and plan expansions, evaluating provider/IPA contracts that contain risk and/or Value Based Payment arrangements, reviewing managed care plan net worth solvency and NYS Escrow Fund requirements, reviewing Management Service Agreements and Staff Leasing Agreements between plans and arms-length and related party contractors, reviewing equity/asset transfer requests, surplus note requests and evaluating plan acquisitions, purchases and mergers in conjunction with the NYS Department of Financial Services. Duties also include developing data queries from the Data Warehouse, Salient, eMedNY, MMCOR , etc. as required for financial and statistical reviews, creating and maintaining tracking systems for provider and management contract reviews, coordinating provider numbers, locator codes and HIOS IDs for all managed care products; including mainstream Medicaid (Medicaid Managed Care, HARP, HIV SNP and Medicaid Advantage) and Long Term Care (MLTC partial cap, PACE, Medicaid Advantage Plus, FIDA) lines of business. In addition, preparing Statement of Deficiency and Plan of Correction responses for the Bureau.
