Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.

Required Skills and Abilities:

• Proficiency with web user interface/user experience development and responsive web design in a CMS environment (e.g., Joomla!, Drupal).
• Develop and edit web style sheets, CSS, HTML 5, page code, create and edit banners, ads, icons and other images.
• Proficiency with open source or Adobe graphic and web development software (e.g., Dreamweaver, Photoshop, Fireworks, Illustrator).
• Experience with JQuery and JavaScript libraries.
• High level of attention to detail, ability to multi-task and strong leadership skills.
• Excellent written, verbal, and organizational skills.
• Ability to document issues in a clear and concise manner.
• Ability to demonstrate flexibility.
• Strong interpersonal skills; ability to work collaboratively on cross-functional teams and foster the teams’ commitment to tasks.
• Proficiency with Microsoft Office suite of products, especially Excel, PowerPoint and Visio.
• Self-motivated, organized and independent; able to work with a minimum of supervision.
• Ability to set priorities and to recognize when to seek clarification.

Duties Description As part of the Statewide Financial System (SFS) Strategic and Administrative Services Division, the incumbent would be responsible for web development, content management, and website maintenance. Additional responsibilities include providing graphic design support to enhance web pages and communications.

Responsibilities would include, but not be limited to:

• Perform design, web development, website maintenance, and some project management. tasks including:
- Web content management;
- Web development and testing, including style sheets, templates, and web page coding;
- Website architecture;
- Graphic design; and
- Copywriting.
• Determine the level of effort required for tasks and estimate timetables for completion of tasks as assigned.
• Document and maintain web and SharePoint maintenance procedures.
• Ensure stakeholder reference materials, project artifacts, and communication needs are met within assigned timeframes, and adhere to SFS standards.
• Develop and monitor analytical reports to capture statistics on SFS website activity; identify trends, opportunities, potential risks, and issues.
• Participate in knowledge transfer and continuous learning sessions to build competency in key focus areas (e.g., web development and maintenance activities).
• Review and validate key stakeholder communications for grammar and technical accuracy prior to sharing with audience.
• Special projects as required.
