Minimum Qualifications Candidates must be reachable on the Civil Service eligible list for Human Resources Specialist 2 (Labor Relations) OR have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law.

Duties Description The NYS Canal Corporation Office of Employee Relations is seeking a candidate for the position of Human Resources Specialist 2 (Labor Relations). The NYS Canal Corporation (Corporation) works in partnership with local, state, and federal entities to implement canal projects that meet the goals and objectives of the NYS Canal Recreationway Plan and the Erie Canalway National Heritage Corridor Plan, along the 524 miles comprising the Canal system. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain.

Under the general direction of the Human Resources Specialist 3 (Labor Relations), the incumbent of this position will be responsible for a wide range of Labor Relations activities, including, but not limited to the following:

• Assists the HRS 3 in planning, developing and directing the Labor Relations Program supporting 7 Sections and 3 Administrative Offices for the Canal Corporation statewide.

• Provides direction for implementation and interpretation of collective bargaining agreements, coordinates and facilitates statewide labor management committees and meetings, and develops and maintains associated policies and records.

• Develops and presents training materials for supervisors and managers to ensure proper interpretation and administration of collective bargaining agreements.

• Oversees the management of the Corporation Drug Testing and LENS Programs, and Labor Relations databases.

• Investigates employee misconduct or incompetence; provides advice and assistance to managers and supervisors on counseling and disciplinary procedures and serves as Corporation lead at disciplinary proceedings.

• Works with New York Power Authority (NYPA), our Shared Services Provider, in relation to Labor Relations matters supporting the Corporation’s mission and goals.

• Reviews and investigates grievances and out-of-title work claims and initiates Corporation responses.

• Develops and maintains Labor Relations reports for Corporation management and the unions.

• Performs criminal history reviews of new applicants and outside activities/employment requests to determine if there is a nexus to position duties.

• Responsible for other assignments as determined to support the Labor Relations needs of the Corporation.
