Minimum Qualifications Current New York State employee with one year of permanent or contingent-permanent status as a Management Specialist 1, OR NYS employee with one year or more of permanent or contingent-permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law. The position may also be filled at the trainee level by appointment of a candidate reachable on the PATT or PCO list or in a title eligible to transfer to Management Specialist Trainee 1 or 2. If filled as a trainee, the selected candidate must successfully complete a two-year traineeship.

Duties Description The Enrollment and Reinstatement Unit ensures the integrity of the Medicaid program by reviewing applications of moderate to high risk provider types seeking to participate in the Medicaid program and making recommendations to the Department of Health as to whether their participation should be approved or denied. Duties of this position include, but are not limited to:

• Maintain working knowledge of the laws, rules, and regulations, which govern the Medicaid program.
• Review Medicaid enrollment applications for provider types that have been deemed moderate to high risk.
• Conduct required database checks and request additional information as needed.
• Conduct on-site inspections of providers’ business operations.
• Analyze the information collected as part of the review and propose recommendations regarding enrollment status.
• Draft determination letters for public issuance. Determinations must be based on evidence in support of the determination and within regulatory guidelines.
• Monitor caseload to ensure reviews are completed timely.

The incumbent will need to have excellent verbal communication skills; professional telephone etiquette; knowledge and experience with the MS Office programs and use of databases; and a willingness to learn.

Additional Comments Permanent; Full Time; Competitive. Free parking is available on-site. Travel across New York State is required. Percent of travel is minor. Filling of this position is contingent upon Division of Budget waiver approval.
