Minimum Qualifications Preferred Qualifications:

Bachelor’s degree in social work, criminal justice, psychology, or human services

AND

Six years progressively responsible community based experience providing programming to court adjudicated youth and their families including five years’ experience supervising/managing program staff providing services to youth involved in the juvenile justice system.
The candidate must possess excellent written and oral communication skills.

Duties Description The Associate Commissioner for Community Partnerships will be responsible for all aspects of DJJOY operations that relate directly to achieving improved life outcomes for youth by safely guiding, supporting and supervising youth in the agency's custody, and their families, through the coordinated provision of agency and community resources and reports directly to the DJJOY Deputy Commissioner.

In this role, the Associate Commissioner for Community Partnerships is responsible for the following duties:

• Oversee all operations and services provided by community based staff to meet the needs of juvenile clients in the community.
• Oversight and monitoring of re-entry transitional planning for Youth in facility to the highest professional standards and recognized and promote best practices.
• Responsible for the development and implementation of new community models based on best practices.
• Must be able to assess and analyze existing data to make informed decisions/improvements to service delivery.
• Responsible for supervision of staff and key program areas. Ability to lead, facilitate and manage employees when organizational changes occur.
• Ability to assess and respond to changes in Agency policies and new directions.
• Establish partnerships with a variety of community organizations and individuals to form community partnerships to address juvenile rehabilitation.
• Responsible for managing the Bureau of Classification and Movement in it’s critical core function of coordinating the safe and swift movement of youth through the OCFS system and ensuring compliance with all laws and judicial orders is closely adhered to.
• Interact with agency Commissioner, Deputy Commissioners and Program Managers to provide updates and guidance regarding community based activities.
• Responsible for monitoring and managing the array and effectiveness of programs designed to support youth and families in facilities and in their home communities.

Additional Comments May require some weekends due to being on-call 24/7.

Background Investigation Requirements:

All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
