Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Assistant Director, Information Technology Services 1 OR in a position at M-3 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade.
Duties Description Under the direction of the Assistant Director Info Tech Services 2, Office of Children and Family Services (OCFS) – Connections Application Development section within Human Services Portfolio, the incumbent in this position will direct the activities of the Child Welfare applications for the Business Solutions Bureau. CONNECTIONS and multiple related applications support the Child Welfare processing on behalf of the OCFS. New Federal rules defining a Comprehensive Child Welfare Information System (CCWIS) have resulted in OCFS engaging in a multi-year effort that will significantly impact the Child Welfare applications in order to become CCWIS compliant. A primary objective of CCWIS is the integration of State and Local systems of which over 200 have currently been identified.
Specific duties of this position include, but are not limited to:
• Manage development and day to day operations of all the bureau’s applications (most of which are Microsoft .NET based), the most significant of which is CONNECTIONS;
• Lead a team of 50+ State and Contractor resources;
• Perform project management functions for the CONNECTIONS application;
• Identify scope definition and planning for all future development efforts in the bureau;
• Identify risks, develop mitigation strategies and communicate appropriately;
• Incorporate new and improved processes, solutions or services to benefit the customer and the agency;
• Report out to and communicate with OCFS and Human Services Portfolio Executive Management on project/application status;
• Perform as ITS Chair of CONNECTIONS Change Control Committee;
• Function as subject matter expert on CONNECTIONS application in support of pursuing Comprehensive Child Welfare Information System (CCWIS) compliance;
• Participate as a member of Comprehensive Child Welfare Information System (CCWIS) executive committee;
• Develop appropriate management layer to delegate and leverage bureau staff;
• Contribute to Human Services Portfolio strategic planning;
• Perform the full range of supervisory responsibilities, as necessary.
