Minimum Qualifications A bachelor’s degree in Economics, Public Administration, Public Affairs, Policy Sciences, Political Science, Government or a related field, and at least three years of experience requiring the analysis and interpretation of governmental policy issues and preparation of written reports. At least one year of this experience must have been specifically involved in conducting economic development analysis or related field.
Substitution: A master’s degree in Economics, Public Administration, Public Affairs, Policy Sciences, Political Science, Government or a related field may substitute for one year of the general experience.
Duties Description Under the general direction of the Regional Director, the incumbent will assist with day-to-day management and operations of the Southern Tier Regional Office. The selected candidate will conduct in-depth economic development project analyses, using the Southern Tier Soaring (STS) suite of state programs and services, to develop, assess, and evaluate various approaches to economic development in the Southern Tier Region. Projects subject to analysis include those submitted under the Consolidated Funding Application (CFA) for the Regional Economic Development Councils.
Duties include, but are not limited to, the following:
• Prepare material and conduct research to develop policy positions on economic development issues for public agencies and authorities implementing State regulatory requirements.
• Monitor economic development projects influencing the state and national economies.
• Structure and negotiate State involvement when awarding benefits through STS programs.
• Support the direction and management of the Southern Tier Regional Economic Development Council.
• Assist in the direction and management of the STS suite of state programs and services, including but not limited to: Upstate Revitalization Initiative, CFA, Southern Tier Regional Economic Development Loan Programs, project origination, and project review committee presentations.
• Assist in marketing all Southern Tier programs with regional stakeholders.
• Coordinate and collaborate with the Southern Tier Regional Council, STS awardees, NYS agencies, and local agencies to implement STS projects.
• Serve as the designee on assigned boards and committees.
• Monitor and guide the professional development of junior staff.
• Work with federal data sources, including the: Bureau of Labor Statistics, Bureau of Economic Analysis and U.S. Census Bureau.
• Economics expertise, including: cost-benefit analysis, industry sector analysis, and a deep understanding of business structure is required.
• Other duties, as requested by the Regional Director.
Additional Comments Salary Range: $73,284 - $92,693
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
