Duties Description POSITION DESCRIPTION:
The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 140,000 individuals with developmental disabilities in New York State. The Bureau of Central Operations is responsible for contract and non-contract voucher processing, maintenance of state billing services, revenue monitoring and projections, recoupment setup and monitoring, billing through eMedNY, internal reviews/audit reports, and data analysis.
PRIMARY DUTIES AND RESPONSIBILITIES:
The Contract Management Specialist 2 will:
• Coordinate all OPWDD Central Operations involvement with projects conducted in collaboration with the OPWDD Compliance Unit. Tasks include verifying the existence of state operated claims in question using the Medicaid Data Warehouse (MDW) and eMedNY thin client, performing corrective action on inappropriately billed claims by processing Medicaid voids via TABS, and compiling and reporting void claim detail and Medicaid recoveries to upper management as Compliance Projects are completed.
• Primary Liaison with the Office of the Medicaid Inspector General (OMIG) coordinating recovery of inappropriate Medicaid claims and coordinating collection of all check repayments of both Medicaid and non-Medicaid funds. Create and distribute the monthly report to the OMIG and appropriate OPWDD staff documenting all revenue recoveries. Produce summary reports and short memoranda for senior level staff when requested.
• Utilize systems including TABS, the MDW, eMedNY thin client, Crystal Reports, Monarch Pro, SQL Developer, and MS Access to obtain and analyze pertinent information in response to ad hoc requests for data and analysis from within and outside of the agency. Must have broad understanding of OPWDD Services and the methodology behind claiming and billing these services to Medicaid.
• Conduct Medicaid Internal Reviews (MIRs) by obtaining and analyzing Medicaid billing data to identify potential post-payment Medicaid claiming and billing errors. This includes matching and merging information from different automated sources, creating reports that clearly identify duplicative and/or potentially erroneous Medicaid claims, and drafting correspondence sent to Voluntary Providers when errors are found. Assist in the identification, research, and development of new MIRs as required.
• Assist with the formation of eMedNY Evolution Projects as system changes/enhancements are needed and assist with the identification and development of needed front end billing edits in eMedNY claims processing.
• Regularly review the Community Transition Service (CTS) program and remove individuals who are no longer eligible to bill for the service and coordinate all TABS retroactive program removal reviews.
