Minimum Qualifications MINIMUM QUALIFICATIONS:
Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Some titles that are 70.1 eligible are Developmental Disabilities Program Specialist 1, Nurse Administrator 2, Mental Health Program 2, Developmental Disabilities Policy Development Specialist 2, Mental Hygiene Program Evaluation Specialist 3, Treatment Team Leader Developmental Disabilities.

PREFERED QUALIFICATIONS:
• Two or more years’ supervisory experience.
• Experience with the CAS Assessment tool.
• Display strong writing, verbal communication, interpersonal, and organizational skills.
• Possess the ability to work independently.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
Under the supervision and direction of the Assistant Director for the Bureau of Assessment Oversight and Coordination (POS III), the POS II will:

• Assist with the development of the assessment-based rate rationalization model, in collaboration with contract vendors
• Assist in development of the Children’s version of the CAS and facilitate training of assessors in the use of that tool upon its completion
• Have broad responsibility for addressing statewide issues concerning the CAS, including but not limited to: addressing stakeholder questions, concerns and education, overseeing daily operational issues, interfacing with senior Central Office administration, addressing IT builds, keeping policy development staff informed of any ongoing or relevant field issues, and maintaining (through supervision, monitoring and training) the necessary workforce to successfully maintain continued quality CAS operations.
• Assist the POS III in providing field support to the CAS Operations team (State and contract vendor)
• Interface with the OPWDD Incident Management Unit and other OPWDD units as needed.
• NOTE: Statewide travel including overnights for training/presentations of different groups comprises approximately 35% of the time for this position
• Other duties as assigned
