Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Program Research Specialist 3 (various parenthetics) (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer under Section 52.6 of the NYS Civil Service Law.
PREFERRED QUALIFICATIONS: Experience in epidemiology; research design; program evaluation; data collection; processing and management methods; and manipulation and analysis of large data files using epidemiologic principles and methodologies. Moderate experience using SAS or other statistical packages; MS Access or other relational databases; and proficiency in the use of the Microsoft Office Suite, with a focus on Excel and PowerPoint. Excellent oral and written communication skills.
Duties Description As a member of the Data Analysis, Research and Surveillance Unit of the BWIAH, the Program Research Specialist 3 (PRS 3) will be responsible for system management and data analysis for the Statewide Perinatal Data System’s Neonatal Intensive Care Unit (NICU) Module. The NICU Module is used to collect detailed clinical information regarding admissions of high-risk newborns to NICUs at birthing hospitals throughout NYS and serves as a source of data for public health surveillance and monitoring of health care quality. In managing the NICU Module, the PRS 3 will provide technical support to clinical and data staff at Regional Perinatal Centers and their affiliated NICU hospitals to understand and navigate the system to ensure their submission of timely, accurate, and comprehensive data, and to utilize the reporting and data extraction capabilities of the system to monitor their regional/internal quality of care. The PRS 3 will maintain data collection and submission instructions for users, and work with Office of Information Technology Java programmers, testers, and business analysts to ensure the ongoing operability and system documentation of the NICU Module. The PRS 3 will be responsible for linking NICU Module data to NYS vital statistic and hospital discharge data to both validate and enhance the NICU system data. Further, the PRS 3 will analyze data from the NICU Module for such purposes as: developing performance measures and additional reports to inform and assess the Department’s perinatal regionalization initiative; examining epidemiological trends in neonatal health and care; monitoring transfer and practice patterns; identifying health disparities and ensuring health equity; and in supporting neonatal quality improvement initiatives. The PRS 3 in BWIAH will liaise with Regional Perinatal Centers’ and other NICU hospitals’ neonatal data coordinators, the Neonatology Expert Advisory Group and other external clinical advisory groups, and the NYSDOH Perinatal Quality Collaborative, in a combined effort to help inform and ensure the continuance of the quality of care provided to NYS’s high risk newborns to date, and enhance the department’s ability to pursue further improvements in the health of this vulnerable population
