Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, G-25, OR current Department of Health or other NYS employee with one year of permanent or contingent-permanent service in a qualifying title, G-23 or higher, and deemed eligible to transfer to Health Program Administrator 2 under Section 52.6 OR Section 70.1 of Civil Service Law.

PREFERRED QUALIFICATIONS: The preferred candidate will have a broad range of administrative skills and experience in policy and program development and implementation, including research, analysis and ongoing evaluation of data to determine policy impacts and progress in meeting programmatic goals. The candidate should be able to work independently and as part of a team, have excellent writing and verbal communication skills, and have excellent organizational skills and the ability to prioritize multiple assignments. The candidate should be proficient in Microsoft Office products, including Word, Excel, Access and PowerPoint.

Duties Description The Health Program Administrator 2 will be involved in the administration and implementation of various program functions within the Bureau of Narcotic Enforcement (BNE). Duties include: collection and analysis of data; development of reports/recommendations regarding program activities and responsibilities; draft and recommend new program regulations, rules, policies, procedures, and standards, as needed; and assist with program implementation. Additional duties include the preparation of written material in the form of internal and external reports, correspondence, and other documents related to program functions, including responding to internal and external stakeholders regarding program policies and regulations; track progress of multiple tasks and report to Bureau and DOH Executive Management as requested; assist with administrative tasks, operational activities, and other Bureau assignments as needed; supervise staff carrying out BNE activities.
