Minimum Qualifications The NYS Canal Corporation (Canals) is seeking a candidate for the position of Business Development Specialist 2, to serve as the Director of Government and Stakeholder Affairs at the NYS Canal Corporation. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain. Working with local, state and federal partners, Canals seeks to increase public access and use of the Canal System, add new and improved trail linkages and enhance tourism and economic revitalization opportunities along the 524 miles comprising the Canal system.

The preferred candidate for the Director of Government and Stakeholder Affairs position at the NYS Canal Corporation must possess strong analytical and critical thinking skills; excellent written and oral communication skills; be mission-driven and a team player; be a creative problem solver; and have the demonstrated ability to achieve desired organizational outcomes.

Candidates must possess a bachelor’s degree AND the following:

• Seven (7) years of experience in roles requiring written and oral interactions with varied external stakeholders including public and/or government entities.

• Working knowledge of the NYS Canal System is preferred.

• Ability to coordinate and manage multi-disciplinary Canal Corporation and technical teams in public-facing initiatives.

• Demonstrated capability to be effective before a broad range of audiences.

• Understanding of the political and social concerns and interests of upstate communities.

• Must be able to think strategically and balance competing priorities

• Familiarity with New York State and local government executive and legislative processes.

• Proven ability to analyze, develop and execute a communications strategy.

• Experience with fostering relationships with internal and external stakeholders.

• Strong leadership and mentoring abilities.

• Comfortable working in a fast-paced setting and leading the organization to achieve its mission.

Duties Description Under the general direction of the Chief of Staff, the Director of Government and Stakeholder Affairs is responsible for developing and maintaining relationships with state and local government officials, as well as community leaders on issues related to the NYS Canal System. The incumbent is also responsible for representing Canal interests in interactions with Stakeholders – from historic preservation and Canal advocacy groups to commercial marine operators.

The duties of the position include but are not limited to:

• Integrating promotional activities and events, and new marketing campaigns as part of a strategic public outreach communication effort;

• Working with appropriate staff to coordinate messaging on Canal conditions, ongoing projects and other pertinent information - standardize protocols to assure effective communication with state and local partners;

• Coordinating activities between departments to assure operational and public alignment and work closely with Canal Engineering, Operations & Maintenance relative to new programs or projects which impact public use of, or access to, the Canal System or Canalway Trail;

• Monitoring emerging issues across the Canal system and serve as lead for developing and executing communication response, as appropriate, and troubleshoot and resolve concerns affecting key stakeholders;

• Serving as Canal Corporation liaison to the public and to stakeholder organizations, including oversight of public meetings and public engagement programs operated and/or sponsored by the Canal Corporation; and

• Managing Canal Corporation initiatives with technical teams in public-facing interactions to ensure public/stakeholder messaging by regional Canal staff is clear and consistent.
