Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD’s Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.

Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. Duties Description POSITION DESCRIPTION:

The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 140,000 individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency’s mission of helping families and people with developmental disabilities live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on Executive Staff priorities.

Budget Services is also responsible for developing spending plans for the district offices, Institute for Basic Research (IBR) and a variety of Aid to Localities (ATF) programs, such as Family Support Services and Individual Support Services; monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources; and the implementation and monitoring of budget initiatives and the agency spending control process.

PRIMARY DUTIES AND RESPONSIBILITIES:

Under the direction of the Associate Budgeting Analyst, the Senior Budgeting Analyst will:

• Monitor and analyze agency cash spending projections for DOB’s review.
• Aid in resolving State Financial system (SFS) budget errors and respond to inquiries from the Business Services Center and NYS Agencies.
• Prepare fiscal analyses and budget journals.
• Work with OPWDD staff and other staff, as necessary, to complete assigned tasks.
• Review and analysis of legislative proposals and implementation of the Enacted State Budget.
• Monitor spending against approved budget, case disbursements, and available appropriations to analyze cost trends, identify problems, implement appropriate actions and determine if funds are used effectively and efficiently.
• Prepare briefing materials, including tabular data.
• Perform research and develop comprehensive written analysis of proposed legislation to identify the potential cost, availability of funding and impact on the Agency Budget.
• Under the direction of the Associate Budgeting Analyst, assist in the preparation of reports for agency management on disbursements and projection of future needs.
• Review and prepare reports related to budget activities as required by control agencies.
• Assist with special assignments as needed.
