Minimum Qualifications MINIMUM QUALIFICATIONS:
There is no current Civil Service List for this title.
Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Promotional/Provisional: In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of permanent service in a financial management or budgeting position allocated to M-1 or higher.
Duties Description POSITION DESCRIPTION:
The Division of Enterprise Solutions’ Fiscal and Contract Management Bureau supports the operations of the Office for People With Developmental Disabilities (OPWDD) Central and District Business Offices through a variety of procurement, payment and fiscal services.
PRIMARY DUTIES AND RESPONSIBILITIES:
The major responsibilities of the Assistant Director of Financial Administration 3 (Regional Business Office Coordinator) include the following:
• Coordinate and oversee OPWDD Business Offices located in New York City and Long Island on all aspects of business office functions supporting state operated programs including but not limited to procurement, purchasing, accounts payable, banking, credit card reconciliations and fleet management.
• Work with other Regional Coordinators and Central Office to develop agency-wide policies and procedures.
• Provide oversight of local NYC and Long Island offices to ensure all OPWDD, Office of State Comptroller and Business Services Center procedures and policies are followed as specified.
• Perform staffing and workforce activities as appropriate.
• Work with State Operations Directors, Regional Directors and Administration staff to provide fiscal support as appropriate.
• Upon request, attend meetings with the Office of the State Comptroller, Office of General Services and other State agencies and/or organizations regarding business office functions. May participate on standing and/or ad hoc committees within OPWDD or in other NYS agencies.
• It is also expected that the successful candidate will have a working knowledge of the Statewide Financial System (SFS), Office of the State Comptroller (OSC), Business Services Center and general state accounting and finance rules and regulations.
