Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidate must be on the current New York State Civil Service list or a NYS employee eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Duties Description POSITION DESCRIPTION:

The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 136,000 individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty.

The Office for People With Developmental Disabilities (OPWDD) Division of Service Delivery (DSD)/State Operations seeks a Program Operations Specialist 2 (POS 2) to provide critical oversight and support for the Family Care program as well as other initiatives within State Operations. The POS 2 will play an integral role in the development, implementation, and monitoring of policies and procedures for the Family Care program statewide and will report to the Statewide Family Care Coordinator.
PRIMARY DUTIES AND RESPONSIBILITIES:

As a Program Operations Specialist 2, the responsibilities of the incumbent may include, but are not limited to the following:

• Deliver technical assistance in all areas of Family Care policies and procedures for Developmental Disabilities State Operations Offices (DDSOO’s), Voluntary providers/Agency Sponsored Family Care, and stakeholders;?
• Deliver outreach/presentations to voluntary providers, community stakeholders, and Developmental Disabilities Regional Offices (DDRO’s) to increase awareness of the Family Care program and to promote expansion;
• Further develop systems for efficient, effective, and consistent communications on Statewide policy issues and best practices;
• Serve as a member of the core-workgroup that is responsible for updating and maintaining the policies and procedures within the Family Care Manual;
• Central Office committee membership to ensure Family Care is taken into consideration when policies/regulations are revised and/or developed;
• Co-facilitate the administration of the Family Care Advisory Council meetings (DDSOO level), and offer technical support with addressing work plans;
• Process Family Care Damage Claim Reimbursement Requests;
• Conduct statewide surveys, organize responses, and report results to supervisor with recommendations;
• Coordinate and assist with implementing monthly, statewide conference calls;
• Conduct site visits to participate in quarterly meetings with DDSOOs/Agency Sponsored Family Care, to observe and deliver trainings;
• Assist with other Service Delivery/State Operations initiatives, including but not limited to, technical support to the CSEA Pilot Program and 14-c subminimum wage certifications and work for pay programs.
• Additional duties as assigned.
