Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.
Qualification/Skills:
• Strong analytical, oral and written skills; ability to work with excel spreadsheets;
• The ability to identify, formulate and present ideas, approaches and solutions necessary to support and advance budget recommendations and program operations.
• Good interpersonal skills, and the ability to effectively work across DOB Units and with others, including State agency staff and local government officials;
• The ability to handle multiple competing assignments at a time; and,
• Proficiency in office technology and basic Microsoft applications.
Duties Description The Human Services, Housing and Intergovernmental Relations Unit (HIU) oversees the Office of Temporary and Disability Assistance, the Office of Children and Family Services, the Department of Labor, State housing programs, the Division of Human Rights, and the Division of Veterans’ Services. The Unit is also responsible for intergovernmental coordination and policy, including oversight of local government finances.
HIU is looking to fill two vacancies on the Office of Children and Family Services State Operations and Division of Veterans' Services team.
Responsibilities of the Budget Fellow on the Office of Children and Family Services State Operations Team would include, but are not limited to:
• Budget review for the State's juvenile justice system including youth facilities, the Raise the Age Initiative, local juvenile detention facilities and community-based programs;
• The State Operations budget including cash, FTE development and monitoring;
• Local assistance youth programs including the Local Detention Block Grant, the Runaway and Homeless Youth program and various youth development programs;
• Division of Veterans' Services State Operations budget cash, FTE development and monitoring; Aid to Localities budget;
• OCFS Commission for the Blind;
• OCFS Capital budget;
• Office of National and Community Service budget;
• Development of recommendations and documents for the Executive Budget;
• Review and analysis of legislation; and
• Assist in other responsibilities as needed.
