Minimum Qualifications Eight or more years of experience in implementing projects utilizing industry standard system lifecycle methodologies, including project planning, design, and development, at least one year of which was with projects in a state or federal government environment.
The following degrees in Computer Science or related fields may substitute for the general experience as indicated:

• Associate’s degree and six years of the required experience as described above and completion of twenty-one contact hours of project management training within the last six years;
• Bachelor’s degree and four years of the required experience as described above and completion of twenty-one contact hours of project management training within the last six years;
• Master’s degree and three years of the required experience as described above and completion of twenty-one contact hours of project management training within the last six years;
• Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) and six years of the required experience above (one of which must be post certification) and completion of twenty-one contact hours of project management training within the last six years;
• Current certification from the Project Management Institute as a Program Management Professional (PMP); or PMI Agile Certified Practitioner (PMI-ACP); or Program Management Professional (PGMP) and one year of post certification required experience as described above.


Preferred Qualifications:
• Project Management Professional (PMP) Certification accredited through Project Management Institute (PMI);
• Familiarity with Public Safety/Criminal Justice business and applications.

Duties Description Under the direction of a Manager Information Technology Services 1, the Project Assistant will be assigned to the Project Management Portfolio Services unit within the Chief Portfolio Office and will manage and provide oversight to several high profile, critical projects and initiatives supporting the Public Safety Portfolio such as the NY State Police Data Center Migration, Certificate of Relief project, Adult Transmission, and the Juvenile Transmission Enhancements project. Duties include, but are not limited to, the following:
• Prepare scope statements and document project requirements for complex projects;
• Develop a project schedule including identifying and scheduling project deliverables, milestones and required tasks using project scheduling software;
• Document resource needs for agency management and coordinate program area project activities;
• Prepare and maintain project budget;
• Implement quality metrics to analyze project performance;
• Develop a project communication plan;
• Prepare detailed project reports and communicate project status to stakeholders;
• Coordinate the activities of assigned project staff;
• Identify risks and assesses their potential impact on the project;
• Analyze the performance of projects in a project portfolio or inventory against baseline metrics;
• Conduct training on advanced project management topics;
• Plan and conduct project close-outs and Joint Application Design (JAD) sessions;
• Perform a full range of supervisory duties.

Additional Comments Project Assistant positions have a general term of 18 months. For selected candidates, fingerprinting may be required.
