Minimum Qualifications Seven (7) years of specialized experience building Microsoft .NET Applications using C# and ASP.NET MVC, experience building applications with SQL, and experience in User Interface Web Development tools such as HTML, CSS, and JavaScript. Education may be substituted for experience as follows:
• Associate Degree in Computer Science or a related field and five (5) years of experience building Microsoft .NET Applications using C# and ASP.NET MVC, experience building applications with SQL, and experience in User Interface Web Development tools such as HTML, CSS, and JavaScript.
• Bachelor’s Degree in Computer Science or a related field and three (3) years of experience building Microsoft .NET Applications using C# and ASP.NET MVC, experience building applications with SQL, and experience in User Interface Web Development tools such as HTML, CSS, and JavaScript.
• Master’s Degree in Computer Science or a related field and two (2) years of experience building Microsoft .NET Applications using C# and ASP.NET MVC, experience building applications with SQL, and experience in User Interface Web Development tools such as HTML, CSS, and JavaScript.
• Ph.D. in Computer Science or a related field and one (1) year of experience building Microsoft .NET Applications using C# and ASP.NET MVC, experience building applications with SQL, and experience in User Interface Web Development tools such as HTML, CSS, and JavaScript.
Preferred Qualifications:
• Three (3) years of experience in RESTful APU development and .NET-based application plugins.
• One (1) year of experience building applications using .Net Core 2+.

• Experience developing transactional web applications in C# using .NET MVC or .NET Core MVC.
• Experience developing an ORM package using NHibernate/Entity Framework.
• Experience in Bootstrap 4, Responsive Web Design, Oracle Databases, and Git.

Duties Description Under the direction of the Manager Information Technology Services 1 within the App Dev .NET section of the Business Solutions Bureau within the Administrative and General Services Portfolio, the Project Assistants, SGE-23, conduct programming to develop and support the modernized budgeting systems in support of the Budget Management System (BMS) Modernization Project.

Specific duties include, but are not limited to:

• Design, document, code, test, and support modules of the project in C#, utilizing .NET Core MVC (Model View Controller) and following best practices and portfolio standards.
• Design and develop front-end web interfaces using HTML, CSS, and JavaScript, utilizing Bootstrap 4, jQuery, and other frameworks or libraries as needed.
• Design and develop unit tests and system test plans as needed.
• Develop comprehensive and accurate estimates for work to be completed.
• Ensure developed modules comply with New York State Accessibility policies.
• Identify, analyze, debug, and resolve complex coding and/or data related issues.
