Minimum Qualifications Bachelor’s degree in public health, health informatics, data analytics, epidemiology, statistics, public administration, government analytics, mathematics, social sciences, engineering or a related degree and four years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and three years of post-degree professional research experience in the appropriate field; or a doctorate in the appropriate field and one year of such experience.
Preferred Qualifications
Excellent communication and program management skills. Experience in data analysis, management, and validation. Strong report writing and presentation skills. Working knowledge of statistical methods to anonymize data, including knowledge of current federal and state laws regarding data privacy and protection. Comparative analysis experience in the areas of data quality, completeness, and validity. Working knowledge of Application Programming Interfaces (API) or Information Technology (IT) systems is a plus.
Duties Description The Research Scientist 3 (RS3) will work within the Division’s Bureau of All Payer Data (APD) System and Informatics in the Open Data Unit. They will be involved in all phases of research and publication related to the development, implementation, and evaluation of IT-based methods of reporting, collecting, and warehousing healthcare data. They will be responsible for the continued build out of health-related digital tools such as Health Data NY and the NYS Health Connector. Their research will include areas of importance to population health, and will result in the creation of visualizations, dashboards, consumer-oriented data materials, infographics, and other public presentations. The RS3 will work collaboratively with public health programs across the Department to support information and statistics related to public health priorities and emergencies. The RS 3 will work collaboratively with research staff across the Division on research design proposals, methods, and analytical plans that involve Vital Statistics, Statewide Planning and Research Cooperative System (SPARCS), and APD data. The RS3 may direct staff composed of research and data scientists to conduct analyses and research projects as needed.
