Minimum Qualifications NYS employee with one year of permanent or contingent-permanent competitive service as a Senior Attorney (G-25); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 23 or above with current NYS Bar Admission and eligible for transfer to Senior Attorney under Sections 70.4 or 52.6 of the Civil Service Law. (Candidates requesting consideration for transfer must also be a graduate of an accredited law school with a LLB or JD degree, and may also need to meet additional experiential conditions to qualify for consideration.)
The preferred candidate should be a highly motivated, detail-oriented individual interested in working in an active legal team environment. Strong legal skills, ability to work as a member of a team, have demonstrated good decision-making skills, possess excellent oral and written communication skills and should have the ability to manage a varied and demanding caseload and meet regular deadlines.
Duties Description The Senior Attorney will be assigned to the Bureau of Health Facility Planning and Development of Health’s Division of Legal Affairs. The Senior Attorney will provide counsel primarily to the Department’s Office of Primary Care and Health Systems Management and the Public Health and Health Planning Council. Specific duties include: perform legal review of Certificate of Need (CON) applications for the licensure of heath care facilities; act as liaison with outside counsel on health facility licensure matters; provide legal guidance and support to program staff regarding legal issues associated with the licensure of health care facilities; provide legal guidance and support in drafting any rules and regulations associated with the establishment and construction of health care facilities; conduct routine legal research; draft legal memos; provide legal guidance on administrative policy.
