Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current NYS Civil Service eligible list or a current New York State employee eligible to transfer under Section 70.1 of the Civil Service Law.

For Provisional Appointment:
Candidates appointed provisionally must take a NYS Civil Service examination and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. The next Civil Service examination for Program Operations Specialist 1 has not been scheduled.
The minimum qualifications for this title are: Candidates must have a bachelor`s degree and two years of professional clinical or administrative experience in a federal or state certified DD program agency. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, and/or evaluating a statewide, regional, or DDSO program for people with developmental disabilities.

Substitution: A master`s degree in a human services specialty or in public administration, business administration or hospital administration may be used to substitute for up to one year of the non-specific experience.

Note: Strong organizational, computer and writing skills are preferred.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

The Incident Management Unit (IMU) within the Division of Quality Improvement was created as part of the initiative to ensure the safety and welfare of individuals with developmental disabilities. This position will provide coverage for the IMU’s after-hours call-in system. The Program Operations Specialist 1 assigned to this shift will ensure:
• Appropriate information is provided for each initial report of serious reportable incidents, allegations of abuse and all deaths.
• Adequate protective measures for the individuals are taken.
• The incidents are classified correctly, and a thorough description of each incident has been received.
• Required notifications to entities such as law enforcement are completed as appropriate.
• Routine checks of the Incident Notification mailbox are done and that follow up contacts for the individuals are reported directly back to provider agencies as necessary.
• Review of the Incident Notification mailbox for incidents generated by the Justice Center for the Protection of People with Special Needs that require assignment and completion.
• Critical and Significant Event reports based on incidents reported are generated.
