Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Medical Assistance Specialist 3; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 3. Preferred Qualifications
Knowledge of NYS Medicaid Managed Care (MMC) and Medicaid enrollment/eligibility and reporting systems. Experience in drafting policy; managing multiple projects; proofreading complex materials; and providing technical assistance to outside organizations.

Duties Description The incumbent will be a Section Leader over two units within the Bureau of Program Implementation and Enrollment. These units perform a range of tasks related to the development, implementation and provision of subject matter expertise for Medicaid policy initiatives, as well as interacting with Medicaid systems staff located in other Divisions within the Office of Health Insurance Programs. Duties may include supervising professional level staff, coordination and development of programs, policies, and work plans; conducting research and drafting policy and recommendations for eligibility and enrollment activities; working with systems staff to make changes reflecting new policies; participating and/or presenting in meetings, corresponding with interested parties and stakeholders; and monitoring contract activities and deliverables.
