Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Associate Health Planner, SG-23; OR current New York State employee with one year or more of permanent or contingent-permanent service in a title at or above SG-21 and eligible for transfer under Section 52.6 of the Civil Service Law.

Knowledge of NYS Medicaid Managed Care (MMC) and Medicaid enrollment/eligibility and reporting systems. Experience in drafting policy; managing multiple projects; proofreading complex materials; and providing technical assistance to outside organizations.

Duties Description The incumbent will perform a range of tasks, including the development of subject matter expertise related to requirements of the 1115 Medicaid Redesign Team waiver, assessing the impact of these reform initiatives on the provision of benefits delivered through MMCPs, and taking action as necessary to successfully implement changes to the benefit package design and related Medicaid managed care (MMC) program policies. Duties include: Managing reform initiative projects and emergent issues related to the Medicaid program,1115 waiver, and impacting the MMC program; review and approval of MMCP materials for compliance with program requirements; ensuring overall MMC program design compliance with federal and state statute and regulations, Medicaid policies and the 1115 MRT Waiver Special Terms and Conditions; providing policy recommendations on legislative, regulatory and monitoring activities impacting the MMC program; leading multi-stakeholder benefit transition teams; coordinating MMC program design activities with other Divisions within the Department, State agencies, and community stakeholders; researching federal initiatives and analyzing impact on the MMC program and developing recommendations; responding to MMCP and other stakeholder inquiries regarding Medicaid redesign, reform initiatives, MMC benefit package, contract, or regulatory requirements; collaborating with Department’s Division of Legal Affairs, State and federal control agencies, and local entities in recommending program revisions; supervising staff to carry out the above activities and other related tasks as assigned.
