Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Associate Director Human Resources 1 OR in a title at SG-23 or above deemed administrative under Section 52.6 of the Civil Service Law. Qualifying titles include but are not limited to: Human Resources Specialist 2, Human Resources Specialist 2 Labor Relations, Payroll Examiner 4.
Duties Description The Associate Director of Human Resources 1 administers the agency’s payroll, benefits, attendance and leave, Workers’ Compensation, and reasonable accommodation programs for an agency of over 1,800 employees. Responsibilities include:
• Planning, directing, supervising, and coordinating the work activities of subordinate professional and clerical staff;
• Coordinating the processing and maintenance of employee and payroll records;
• Providing guidance to Executive leadership, agency management, and employees on payroll, benefits, attendance and leave, Workers’ Compensation, and reasonable accommodation matters;
• Educating new exempt-status employees about their benefits;
• Providing information about benefits and payroll to employees upon separation;
• In coordination with the agency’s labor relations office and training office, ensuring appropriate processing and tracking of traineeships and probation periods;
• Devising, recommending, and implementing workplace flexibilities, such as alternative work schedules and telecommuting, across the organization;
• Developing continual process improvements to improve operations, streamline work processes, and cooperatively provide quality customer service;
• Accessing employee data through Human Resource Information System (HRIS), Leave & Accrual Tracking System (LATS), OSC payroll system (PayServ), NYS Payroll Online, and State Electronic Personnel (NYSTEP) system;
• Working collaboratively with Information Technology staff to utilize technological solutions to enhance access to data and safeguard employee records;
• Representing the agency in resolving issues in cooperation with agencies such as the Department of Civil Service, the Office of the State Comptroller, the Governor's Office of Employee Relations, and the Division of the Budget.;
• Ensuring all human resources activities comply with federal and State laws, rules and regulations;
• Occasional travel to New York City required;
• Perform other duties as assigned.
