Minimum Qualifications Licensed physician, pharmacist, or nurse practitioner in good standing in the State of New York and five (5) years of clinical experience.
Demonstrated managerial responsibility or experience in administering a major health-related program; strong background in legislative/regulatory processes including interpretation, development and implementation of regulations and laws, especially as they relate to medical and pharmacy practice; strong analytical skills and both legislative and technical knowledge relating to health practice, pharmaceutical and medical studies, controlled substances, and data; excellent communication and presentation skills, including development and drafting of internal and external documents, correspondence and appropriate interpretation and presentation of data, as well as preparation and presentation of outreach and educational programs; excellent interpersonal skills, strong project management skills, highly organized, and demonstrated ability to interface with many different levels of internal staff, Department executive staff, other agencies, and external interested parties including patients and practitioners; demonstrated ability to develop program requirements and assist in the implementation of IT programs that support MMP initiatives; demonstrated experience in supervising various levels of employees, and managing contracts and contract staff; strong computer skills in Microsoft Word, Excel, Access and Power Point.
Duties Description Reporting to the Bureau of Narcotic Enforcement Director, this position serves as the Director of the Medical Marijuana Program (MMP) in the Bureau of Narcotic Enforcement in the Office of Primary Care and Health Systems Management at the New York State Department of Health. The Director has primary responsibility for managing and administering all aspects of New York State’s Medical Marijuana Program. The Director has supervisory oversight over all of MMP’s personnel, budget, contracts and purchasing, systems and processes, policy initiatives and activities, including but not limited to practitioner and patient registration, patient certification, clinical development, data collection and analysis, regulatory compliance, licensing, pricing reviews, bi-annual reporting, outreach and education, and the Risk Assessment Program (internal controls). Additional responsibilities include, but are not limited to, the following:
• Oversight of development and implementation of new initiatives and regulatory amendments, Executive Correspondence Unit responses, and FOIL requests and responses
• Oversight of the MMP budget, including the development and submission of expenditure plans, oversight of purchasing including final approval of purchases, tracking of MMP disbursements and timely payment of all invoices
• Oversight of clinical operations, including but not limited to product approvals, adverse drug event reporting to Person-based Electronic Response Data System (PERDS), patient conditions, and practitioner education
• Review of clinical literature and data to make recommendations, based on clinical knowledge, to protect public health and safety
• Coordinate regulatory compliance and enforcement efforts by MMP staff and three BNE investigators assigned to the program
• Develop and review all communications for grammar, accuracy, and clarity for internal and external customers
• Liaison with Department administrative and human resources staff relative to the hiring process, as well as the onboarding of new staff and setting appropriate IT permissions;
• Liaison with, including outreach and educational presentations to, other agencies and Executive Chamber staff, the pharmacy and practitioner communities, professional organizations

Occasional in-state and out-of-state travel is required.
