Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse-CN&HHS, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse-CN&HHS under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).

Provisional Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six years of public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care and three years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.

Preferred Qualifications: Ability to prioritize and handle multiple assignments. Strong attention to detail. Experience writing or summarizing policies and procedures. Expertise with the medical conduct process and medical malpractice. Strong written and verbal communication, interpersonal, investigative, and analytical skills. Adept at integrating information from multiple data sources into one written report. Experience implementing new or reformed legislation or protocols.

Duties Description Under the general direction of the Director of Investigations, the Consultant Nurse Community Nursing & Home Health Services will be responsible for a range of activities which may include leading or conducting investigations and supervising the investigative process for a major program unit within the Office of Professional Medical Conduct (OPMC). Duties include, but are not limited to the following:
• Supervise and coordinate investigative process for a major work unit within OPMC.
• Supervise subordinate investigative staff including planning and distribution of employee caseload and managing caseload for multiple subordinate investigators.
• Serve as the OPMC liaison with other Department of Health offices, State and Federal agencies, and non-public entities when necessary.
• Conduct case reviews of active investigations and manage caseload of cases with high priority and/or complexity.
• Ensure the documentation of all investigative activity, interviews, phone conversations, and findings in writing.
• Analyze statistical and investigative data, quality assurance material, and criminal and malpractice information. Prepare completed case reports to present to investigative committees.

Assists Director of Investigations and Deputy Director of OPMC with additional duties as necessary.

Additional Comments Permanent, full-time (transfer) or provisional pending exam. This position involves travel which may include locations not served by public transportation. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
