Minimum Qualifications Currently serving in a Program Research Specialist 3 (G-23) position and eligible for transfer ~OR~ reachable on the Program Research Specialist 3 Civil Service eligible list ~OR~ eligible to transfer via Section 52.6 of the Civil Service Law.

Duties Description The primary responsibility of this position is to create statewide planning documents and data/research report and presentations relating to substance use disorder (SUD) prevalence and consequences in New York State. Statewide planning efforts include the annual Statewide Comprehensive Plan and an Interim Report on the plan, the Quarterly Report to the Legislature on Selected Opioid Initiatives, the Inter-Office Coordinating Council (IOCC) annual report and the agency Strategic Plan. Additional duties may include assisting with analyzing Local Services Plans and surveys, analyzing data for the State Epidemiological Profile, organizing events to gather input from the addictions field, and summarizing the input in a way that informs state and local policy makers.

The position requires strong writing, research, analytical, and organizational skills as well as the ability to engage stakeholders in the collaborative planning process. Successful fulfillment of the duties of this position requires analytical skills sufficient to research, interpret, compile and write reports. The Program Research Specialist 3 will need to work collaboratively with other OASAS divisions and bureaus and other State agencies to collect and analyze data and produce relevant material to inform executive leadership, policymakers, and the public.
