Minimum Qualifications Current Department of Health employee with permanent or contingent permanent service as a Health Care Surveyor 2 (Nursing), SG-19; OR current New York State employee with one year of permanent or contingent permanent service as a Health Care Surveyor 2 (Nursing) or Senior Utilization Review Nurse, SG-19 and eligible for transfer under Section 70.1 of the Civil Service Law.

Preferred Qualifications: Knowledge of health insurance, NYS Medicaid program and managed care preferred. Experience in utilization review, quality assurance, patient advocacy, public health, practice management, healthcare management, regulatory compliance, managing compliant caseloads, analysis of complex materials, and/or providing assistance to outside healthcare organizations. Excellent written, verbal and interpersonal communication skills.

Duties Description The Office of Health Insurance Programs Division of Health Plan Contracting and Oversight, Bureau of Consumer Services is recruiting two Health Care Surveyor 2 (Nursing) positions. General duties for these two positions include: conduct investigations of complaints from healthcare consumers and providers who participate in the NYS Medicaid managed care program as well as New York commercial HMOs; research and document complainant issues and confer with the associated managed care plan; analyze complaints in context of compliance with NYS managed care plan contract and regulations; maintain detailed documentation of complaint issues and resolutions; actively manage complaint case load; and prepare letters, memoranda and other written materials. The incumbents may also participate in various workgroups related to Medicaid managed care and assist in the completion of other Bureau-related duties, as assigned.

Additional Comments Permanent, full time appointment. The selected candidate must maintain licensure and registration to practice as a professional nurse in New York State.
