Minimum Qualifications Candidates must be reachable on the Senior Municipal Financial Analyst or appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Sections 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidate may be required to serve a 2 year traineeship that leads to a journey level grade 18 position.
70.1 Transfer:
To be eligible for a 70.1 transfer, a candidate must have one year of permanent competitive service in a 70.1 qualifying title.

52.6 Transfer:
To be eligible for a 52.6 transfer, a candidate must have one year of permanent competitive service in a 52.6 qualifying title.
70.4 Transfer:

One year of permanent competitive service in a position allocated to a SG-11 or higher, possess a Bachelor's Degree from a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices and have standing on the PATT or Professional Career Opportunities (PCO) eligible lists

Duties Description Conduct Research and Statistical Analysis
• Analyze and monitor the fiscal condition of New York State and local governments;
• Compile, maintain and assist in the analysis of statistical data pertaining to revenue, expenditure and economic trends;
• Evaluate the impact of these trends on the overall fiscal operations of the local government units and to New York State;
• Identify and report on other emerging trends that may have implications for the fiscal condition the State and of local governments;
• Summarize findings of research and analysis and prepare detailed policy reports. Draft and edit these reports for dissemination both internally and externally;
• Create data visualizations, including dashboards, interactive tables and charts, and infographics;
• Assist Grade 23 supervisor in planning projects and tracking progress throughout, and alert supervisor to any potential issues with timing or steps in the process;
• Conduct thorough data and citation checks on other researchers’ reports as needed.

Provide Training and Technical Assistance

• Work with supervisor and the Local Official Training Unit to develop training material, generally based upon research conducted above.
• As relevant, provide technical assistance to local officials, generally based upon research conducted above.

Planning and Communication
• Assist with planning and development of research topics and policy recommendations;
• Develop and implement appropriate analytical methods, study procedures and methods of presentation for research projects;
• Draft informal briefings, correspondence and other communications, as requested by supervisor, unit manager and executive level staff;
• Represent the Research Unit and the Division on intra and interdivisional teams, as requested
