Minimum Qualifications Current New York State employees, with one year of permanent service in a G-25 title or higher eligible for transfer under Section 52.6 of the Civil Service Law, or reachable on the Contract Management Specialist 3 eligible list.
Duties Description Fiscal Management is seeking a qualified individual interested in the position of Contract Management Specialist 3. The Contract Management Specialist 3 negotiates, develops, reviews, implements, and provides fiscal and administrative oversight of contracts. In addition, this position oversees DMV’s procurement office, mailing operations, and warehouse facility.
· Direct and oversee the submission of procurement documents to the AG and OSC for approval. This includes documents such as Request for Proposals, Invitations for Bids, and Requests for Quotations
· Oversee evaluation documentation and award of Contracts
· Oversees the negotiation of complex contract terms and draft contracts
· Monitor contract compliance to terms, State Finance Law, and Executive Orders
· Oversees issuance of Agency Memoranda of Understanding and discretionary agreements
· Oversees goal setting activities and utilization of MWBE and SDVOB contracts
· Manage procurement of agency commodities and services in accordance with appropriate rules and regulations
· Oversees DMV mailing operation facilities in Albany and Utica
· Oversees DMV warehouse facility in Guilderland
