Minimum Qualifications Candidates must have been admitted to the New York State Bar and have had four years of subsequent legal experience.

Duties Description The incumbent will serve as the Hearings Counsel for the Office of Hearings and Mediation Services (OHMS) in DEC's Central Office in Albany, New York. The incumbent will work directly with the DEC Commissioner, the Deputy Commissioner for Hearings and Mediation Services (Deputy Commissioner), and the Chief Administrative Law Judge (CALJ) of OHMS in drafting decisions and orders for the Commissioner's consideration based on administrative hearings in permitting and enforcement matters. The incumbent will provide legal advice and support to the Commissioner and the Deputy Commissioner on all program matters before OHMS (including but not limited to air, water, hazardous waste, natural resources, mineral resources, solid waste, and petroleum and chemical bulk storage) and on any Public Service Law Article 10-related proposals before the Siting Board or the DEC. ln addition, the incumbent will assist the Deputy Commissioner and the CALJ in the review of hearing and other final reports prepared by administrative law judges for the Commissioner’s consideration. The Hearings Counsel will also undertake such special projects as assigned by the Deputy Commissioner.

Preferred Experience: Four-years post-bar admission legal experience in administrative and environmental law, or experience advising a New York State court, or a New York State board or agency acting in a quasi-judicial capacity.

Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel and overtime may be required.
