Minimum Qualifications This position is open to New York State employees with one year of permanent competitive service at SG-23 and above who are eligible for transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles include, but are not limited to, the following: Human Resources Specialist 2, SG-23; Human Resources Specialist 2 Labor Relations, SG-23; and Training Specialist 2, SG-23.

Duties and Responsibilities:
Under the general direction of the Director of Human Resources, the Associate Director of Human Resources manages the activities of the Department of Agriculture and Market’s personnel programs, including those of the New York State Fair. This includes directing recruitment and staffing, position classification, examination planning, attendance and leave, performance management, drafting written communications and policies, gathering and analyzing data and preparing management reports, and conferring with program directors, supervisors, union representatives, and employees to identify and resolve issues and address performance problems.
