Minimum Qualifications Interested candidates must be reachable on the Principal Accountant State Accounts & Systems,
SG-27, Civil Service eligible list OR must be eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer:
To be eligible for a 52.6 transfer a candidate must have one year of permanent, competitive service in a qualifying title allocated to salary grade 25 or higher and designated 52.6, and 24 credit hours in accounting/auditing courses.

Duties Description Unit Management, Supervision and Staff Development
• Assist the Unit Manager in carrying out the statutory activities and organizational priorities of the Unit and Department and in the formulation of accounting objectives and priorities for the management of the Unit.
• Provide efficient management of Unit resources (staff, equipment and technology) and initiatives, including assignment delegation and staff training. Effectively manage the Unit’s workload including routine tasks, new initiatives, and special requests.
• Provide supervisory guidance and technical assistance to staff to ensure accurate and complete information to internal and external customers.
• Ensure adherence to Bureau work schedule and deadlines. Continually review workload status, time and attendance policies, and special assignments.
• Foster an environment of continuous learning and lead the staff in maintaining a positive work environment.
• Participate in developing and dissemination of Bureau policy regarding personnel recruitment, promotion, and employee counseling. Conduct performance appraisals of Unit personnel and provide employee counseling as necessary.
• Keep abreast of training courses and seminars and make recommendations for staff training.
• Assist the Unit Manager in overseeing the GAAP Unit and resolving issues.

GAAP Financial Reporting
• Supervises report preparation and reporting research areas, as assigned, within the Bureau of Financial Reporting.
• Supervises the communication and collection of information between bureau staff and various New York State public authorities to ensure that information presented in the State’s quarterly and annual reports are collected from the authorities and verified for accurate inclusion in the State’s financial statements on a timely basis.
• Supervises staff in the completion of the State’s GAAP financial statements prepared on an interim and annual basis, as well as associated reports and schedules, which may include the State’s Financial Condition Report and CAFR Statistical section.
• Assists the Director and Assistant Director in the overall operation of the Bureau and works with the Director and Assistant Director to ensure that all bureau work assignments are completed by staff on an accurate and timely basis.
• Provides guidance and feedback to Statewide accounting team on the Chart of Accounts additions and changes.

GASB Standard Review/Implementation and Involvement with other Professional Organizations
• Communicates with and responds to various organizations and individuals such as the GASB, the State’s independent auditors, and representatives from the Division of the Budget, Attorney General’s Office, the State’s Public Authorities and other State agencies to ensure that all required information is included in the State’s GAAP financial statements.
• The candidate is also expected to participate in, and supervise, fiscal research and special projects within the Bureau.
• Attendance at GASB (Governmental Accounting Standards Board) and other professional meetings throughout the year is a requirement of this position.
• Participates in the effort to develop responses to various GASB and other professional standard setting body proposals and exposure drafts.
• Leads or participates in the implementation of GASB standards including reaching out to agencies for data collection and establishing or reviewing business processes to facilitate information reporting.
