Minimum Qualifications Interested candidates must be reachable on the appropriate Civil Service eligible list or currently an employee of New York State eligible to transfer under Section 52.6 or 70.1 or 70.4 of the Civil Service Law.

52.6 Transfer:
To be eligible for a 52.6 transfer to a Payroll Analyst Trainee 1 a candidates must:
Have one year of permanent, competitive service in a qualifying title allocated to salary grade 11 or higher

70.4 Transfer:
To be eligible for transfer under Section 70.4 to the Payroll Analyst Trainee 1 title, candidates must have one year of permanent competitive service in a position allocated to grade 11 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) or the Public Administration Traineeship Transition (PATT) eligible lists.

Candidates may be eligible for a two year traineeship leading to a Payroll Analyst 1, SG-18, after successful completion of the traineeship.

55B/C eligible candidates with a Bachelor’s Degree.

Duties Description Perform various Payroll tasks related to Workers’ Compensation
• Processing the weekly Workers’ Comp Supplemental payments for the applicable payroll cycle.
• Audit and review of C8 (Compensation Payment Summary) forms that are received from the State Insurance Fund to ensure the accuracy of the Supplemental payments reflected in PayServ.
• Executing queries and updating data as needed.
• Review and prepare corrected W-2s as they relate to Workers’ Compensation transactions.
• Oversee and monitor agency responses associated with the request of AC3206 employee consent forms.
• Updating the necessary corrected W-2 tracking documents in a timely manner to support the accurate completion of the quarterly and annual employer tax returns.
• Responsible for the timely review and response to email inquiries to the Workers’ Compensation mailbox/voicemail.
• Reviewing and drafting Operations Requirements Documents (ORDs) that provide the necessary requirements in support of the implementation of changes to PayServ.
• Assist with the resolution of issues that arise from the processing of employment and income tax refunds received while employees are on Workers’ Compensation leave.
• Assist with W-2 year end processing
• Attend and be willing to participate in all applicable meetings
• Upon completion of traineeship, be willing to prepare and conduct any training presentations to staff or agencies.








Provide assistance and advice to supervisors, state agency payroll officers, as well as various government control agencies. As time permits, cross-train with the Production and Tax Payment units.
• Researching payroll tax laws and regulations, as well as the principals, theories, and techniques as needed for the accounting, reporting, and payment of all payroll taxes.
• Provide ad hoc payroll tax information for OSC’s response to inquiries and audits by agency payroll officers, the Internal Revenue Service, the Social Security Administration, NYS Department of Taxation and Finance, and other state and local entities.
• Develop postings and associated files that will ultimately be placed on the PayServ Bulletin Board.
• Prepare and complete employee performance evaluations.
