Minimum Qualifications Non-Competitive: Eight years of experience* in public relations, social media, and digital communications.
Substitution: Associate’s, Bachelor’s or Master’s degree in Communications, English, Public Relations, Social Media, Digital Communications, or a similar degree substitutes for two, four, or five years.
Duties Description Under the direction of the Public Information Manager (Digital Content), G-29, the Public Information Specialist (Digital Content), G-25, performs a variety of managerial duties in supervising digital media functions for the agency. In this role, the incumbent supervises information technology and graphic design staff in managing, developing, coordinating and evaluating digital media activities designed to promote and support the programs and initiatives of the Office of the New York State Comptroller.
• Assist in establishing and executing digital strategies for the Office of the State Comptroller websites, social media, video and other marketing initiatives, in consultation with the Public Information Manager (Digital Content), Assistant Comptroller of Communications and Digital Media and the Director of Communications.
- Compile metric reports and presentations for agency executives, including the Executive Governance Board and the Online Services Council.
- Recommend and implement changes to site architecture, layout, and content based on website analytics, usability testing and agency strategic/operational priorities.
- Oversee agency-wide digital communication platform trainings, including content management software, document sharing tools, and social media.
- Assist in enforcing agency-wide clear language writing standards and modifying the standards as necessary.
- Create and deliver clear language writing training programs for OSC divisions.
- Identify new content opportunities and ways to repurpose existing content.
- Facilitate digital media and other marketing projects with agency executives and stakeholders by collaborating with them to determine their needs and then identify the best way to deliver visually and graphically engaging content that meets the needs of intended audiences.
- Liaison with other divisions and agencies to implement digital communication projects.
• Facilitate and monitor online content for the OSC websites.
- Monitor websites, social media sites, and digital communications to ensure that information is current, fresh, informative and appealing.
- Collaborate with other agency digital content staff, information technology staff and internal stakeholders to seamlessly syndicate content across digital media platforms.
- Work with executive staff and stakeholders to determine when to use copy, video, images other media to best communicate messages.
- Perform quality assurance checks to ensure that all editorial and graphic assets have been uploaded properly to the website.
- Ensure adherence to production schedules.
- Explore new ways to repurpose existing content across Office of the State Comptroller digital media.
- Monitor agency digital content to ensure that it complies with Office of the State Comptroller policies and standards.
- Collaborate with the Director of Marketing and Design to ensure that the website complies with all branding and marketing policies and strategies.
• Collaborate with the Executive Governance Board, Online Services Council and other divisions to carry out website, social media and other marketing initiatives.
• Supervise lower level Public Information Specialist (Digital Content) staff.
