Minimum Qualifications Minimum Requirements:
Education Level required: Bachelor’s Degree in Finance, Accounting or Business Administration (MBA a plus). Excellent written and verbal communication skills and analytical skills.
Outstanding leadership skills and the ability to work well with a diverse community of ESD colleagues and external business partners.
Experience required: 10+ years of relevant business experience, including supervisory and management responsibility experience. 3-5 years’ experience in insurance and risk management.
Knowledge required: Familiarity with internal auditing practices; internal controls; NYS procurement guidelines; and State MWBE and SDVOB requirements.

Duties Description BASIC FUNCTION: Administer the Corporation’s contract portfolio, including procurement contracts, leases, loans and grants and serve as the Corporation’s primary advisor on all procurement and contract matters. Oversee ESD’s efforts to utilize Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran Owned Business (SDVOB) to ensure compliance with New York State Executive Law Article 15-A. Manage ESD’s Insurance and Risk Management Department to protect ESD and its subsidiaries against financial loss and limit risk exposure. Oversee the procurement of goods and services on behalf of ESD and its Subsidiaries. Lead a team of 18 professionals.

WORK PERFORMED:
• Review and sign-off on RFIs, RFQs, RFPs, notices to proceed, contract reporter exemption requests, Board Directors’ materials and proposed contract packages.
• Identify opportunities for procurement and develop scopes of work and deliverables for ESD to procure work even where it previously was not procured competitively.
• Serve on selection committees for specific RFPs to ensure that proper procurement processes are followed and addressed in proposal scorings.
• Oversee the audit of vendor/grantee requests for payment for compliance with contract terms and conditions.
• Negotiate corporate and subsidiary contracts and change orders on projects to ensure corporate cost savings.
• Assist and support ESD subsidiary presidents with subsidiary project management, as needed.
• Oversee the research, development and negotiation of MWBE and SDVOB participation goals with project sponsors, developers or other entities with whom ESD will engage in contractual relationships.
• Responsible for the monitoring of compliance with pre-established MWBE and SDVOB goals.
• Participate in and moderate panel discussions at Statewide and regional MWBE and SDVOB outreach events.
• Coordinate with ESD’s insurance broker and insurance consultant for the annual solicitation of insurance premium quotes from insurance carriers to purchase various types of insurance policies to protect ESD and its subsidiaries, employees and assets.
• Confirm the appropriate types of insurance coverage and insurance limits for all ESD projects.
• Coordinate and manage bid openings.
• Oversee the New York State Grants Reform initiative for vendor prequalification for not-for-profit grants in the State grants gateway system.
• Prepare and maintain various reports on a quarterly and annual basis for presentation to the ESD Board.
• Maintain ESD’s signing authorizations and assist with the implementation and monitoring of internal controls.
• Ensure compliance with all the Office of the State Comptroller contract requirements.
• Support the Chief Financial Officer and complete special projects, as requested.
