Minimum Qualifications Candidates must possess a Professional Engineering License and current NYS registration AND the following:
• One year of permanent competitive service in an engineering position equated to SG-29/63 or higher; or
• Two years of permanent competitive service in an engineering position equated to SG-27/62.
OR
be reachable on the current Civil Service list certified as appropriate to fill this title (Professional Engineer 4) or be eligible for reassignment or transfer in accordance with Civil Service Law.
Preferred Qualifications:
In addition to meeting the minimum qualifications preferred candidates will have strong supervisory and managerial skills, be able to communicate with and motivate both professional engineering and skilled trades workers in the dynamic and unique arena of the historic NYS Canal System. Attention to past practices as well as knowledge of modern engineering methods and techniques are critical to success in this important position.
Duties Description The New York State Canal Corporation (Canals), a subsidiary of the New York Power Authority (NYPA), is responsible for overseeing and maintaining the historic 524-mile waterway which plays an important role in New York’s economic development, tourism industry and environmental stewardship. The New York State Canal System includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain.
Canals is seeking candidates for the position of Director, Waterways Maintenance.
The incumbent of this position, under the general direction of the Deputy Director Canal Operations, is responsible for the management and supervision of the Division of Waterways Maintenance, which is comprised of two Divisions – Eastern and Western. Each Division consists of several Sections and Floating Plants which are responsible for operating the Canal System and maintaining the infrastructure and assets within its jurisdiction, the incumbent will:
• Plan and direct the operation and maintenance of the Canal System;
• Directly supervise the Division Canal Engineers who oversee the Eastern and Western Divisions;
• Direct the development and issuance of Canal policies, procedures, guidelines, and standards for Canal operations and maintenance;
• Ensure consistency in the implementation of Canal and NYPA directives, policies and procedures, as well as other regulatory requirements In order to maintain standards and meet program goals,;
• Develop maintenance and capital plans in conjunction with Engineering Division Staff and in accordance with the Canals Asset Management and Maintenance Plans;
• Ensure maintenance activities are properly carried out by Waterways Division staff;
• Ensure overall Canals customer, vessel, and employee safety;
• Develop and maintain relations with local public and community leaders, and other entities, to secure their support and involvement in the furtherance of Canals mission and goals;
• Participate in Emergency Planning & Response;
• Represent and assist the Deputy Director as needed, and;
• Perform other duties as assigned.
Additional Comments This position may be filled in Albany or Syracuse, NY
