Minimum Qualifications Reachable on current Civil Service eligible list used for filling this title; or, one year of permanent, competitive class service as a Senior Attorney; or, one year of permanent, competitive service in a title eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law. Example of eligible titles include but are not limited to: Senior Attorney Realty. 52.6 transfers may be considered only if you have passed the NYS Bar Exam.
Duties Description The incumbent, assigned the New York State Insurance Fund (NYSIF) Albany Office, will review, develop or edit contracts, RFP's, proposals, and other agency agreements, including the following lines of business: workers' compensation insurance claims, financial, investment, real estate, and information technology agreements. The incumbent must also ensure the appropriateness and legal sufficiency of these documents. The incumbent will be required to advise contract administration and program staff on legal issues related to NYS procurement and contracting in accordance with Workers' Compensation Law, State Finance Law, as well as communication, directives, and oversight by the Office of the Governor, Office of the State Comptroller, and Office of the Attorney General.
The incumbent should possess: experience negotiating and drafting complex contracts; knowledge of or ability to learn legal provisions for NYS contracts, for example: experience with government procurement (federal, state, or city); experience advising executive-level government officials on contract-related matters; and ability to interface with executive-level management and departmental leadership.
Additional Comments The preferred candidate, will have demonstrated ability to research and present complex legal and factual information in plain language, by written and verbal communication. The attorney should identify the legal implications of contract policies and procedures established by or used by NYSIF - such as the hearing of bid protests and debriefing requests.
