Minimum Qualifications Bachelor's degree and 15 years of experience as a police officer in a state or local police organization, including five years at the senior management level. A broad array of experience in both police operations and administration is required. Candidates must have a strong background with contemporary policing practices, organizational management systems, evidence-based policing strategies and the field of crime and intelligence analysis. Candidates must also possess experience with multi-agency project management and law enforcement program development. The ability to develop and maintain professional relationships across the law enforcement and criminal justice community is paramount.
The preferred candidate will also have experience in the following: Project management; budget management; preparing requests for applications; grant writing and review; data-driven policing and its implementation at the operational level; coordinating with local, state, and federal agencies on crime fighting and homeland security issues; law enforcement training; and law enforcement accreditation.
Duties Description The Deputy Commissioner provides general supervision to director-level staff working for the Office of Public Safety (OPS). Responsibilities include: administrative oversight for police and peace officer training and liaison to the state’s Municipal Police Training Council; administrative oversight for security guard training, instructors and schools and liaison to the state’s Security Guard Advisory Council; administrative oversight of the Law Enforcement Agency Accreditation Program and liaison to the state’s Law Enforcement Agency Accreditation Council; oversight and administration of two of the agency’s key violence reduction initiatives – the Gun Involved Violence Elimination (GIVE) initiative and SNUG Street Outreach Program; support and general oversight of the state’s crime analysis centers network; the Missing Persons Clearinghouse; coordination of the annual Police Officers’ Memorial Remembrance Ceremony and the Governor’s Police Officer of the Year Award; maintenance of the statewide Police and Peace Officer Registry and training records; 1033 Federal Excess Property Program; strategic planning and program development; administration and oversight of calibration, testing, certification and repair of speed and alcohol detection instruments for law enforcement agencies; administration and oversight of direct training and technical assistance provided to New York's law enforcement community; other duties as directed. Frequent statewide travel is required.
